SENATE CONCURRENT RESOLUTION NO. 57

Requesting the Joint Committee on Government and Finance study West Virginia's child welfare system and foster care.

Whereas, West Virginia needs to ensure that the needs of children and families served by the child welfare system are appropriately met; and
Whereas, West Virginia needs to ensure that adequate funding to support the child welfare system exists; and
Whereas, West Virginia must provide a strong foster care system to fulfill the treatment and permanency needs of our most vulnerable children; and
Whereas, Our foster children need an adequate supply of families to provide them with safe, stable, nurturing and permanent homes; and
Whereas, The Legislature should examine the management, needs, goals and expectations of the child welfare system, including foster care and the funding streams available, and develop a comprehensive plan for delivering and financing child welfare services in West Virginia; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is requested to study the child welfare system and foster care and their management, needs, goals, expectations and funding; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2002, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
